Q is back and has thrown Picard's crew into a dystopian society. Picard is a warlord General, Seven is the President of the Confederation and Elnor is no longer welcome on a xenophobic Earth. The crew finds that they need to go back in time to set things straight, and to do so, need to enlist the help of the Borg Queen.
